Congress tries democracy for a change!
What this means in practice is that Republicans hav {keyword} e to pass bills only with Republican votes. And since the party has a thin majority in the House, the defection of only 20 or so of its most conservative members effectively dooms any legislation, as it did with Speaker John A. Boehnerâs ill-fated Plan B.What happened yesterday was that things worked the way the framers of the Constitution imagined they would work. The Senate took up a bill without unanimous consent, debated and acted on it without the losers resorting to a filabuter. And the House reverted to majority rule. By honoring his promise to the president and Senate Minority Leader Mitch McConnell (R-Ky.) to bring up any Senate-passed bill, Boehner (R-Ohio) agreed to set aside the âmajority of the majorityâ standard and allowed a centrist, bipartisan coalition to work its will â in this case over the objection of a majority of the Republican caucus. This is the template for doing difficult things in Congress. In fact it, is the only template.Thatâs why Senate rules reformers should stand firm tomorrow when the new Senate convenes and has the opportunity to adopt new rules that will return the Senate to majority rule without restricting the right of the minority to speak or offer amendments. And it is why Democrats should quietly make clear they will provide whatever votes are necessary to secure the election of Boehner as speaker of the House on Thursday, in the event he is faced with a challenge from disgruntled tea party members of his caucus. Thatâs not because Boehner is such a great speaker â based on recent events, I think we can agree heâs quite flawed. But if the alternative is a Republican speaker who insists on running the House by âmajority of the majority,â then supporting Boehner is the better option. If Presi {keyword} ficult things such as a grand budget bargain, immigration reform, tax reform, something reasonable on climate change â then tomorrowâs opening of the new Congress is a make-or-break day. What we learned on New Yearâs Day is that there is a centrist bipartisan consensus in America. Itâs just that the rules of the House and Senate have not allowed it to emerge.

Before Arnold Schwarzenegger was âThe Terminator,â before he served as California's governor, and way before he had a secret love child, Arnold was a bodybuilder. America first met Schwarzenegger in the 1977 cult classic âPumping Iron,â which simultaneously introduced us to the complex world of competiti {keyword} ve bodybuilding. Now, decades later, a much-anticipated re-make of the film is in the works.Russian-born filmmaker Vlad Yudin is getting ready to release âGeneration Iron.â The new film, slated for release in early 2013, delves deep into the competitive bodybuilding industry â beneath the blood, sweat, tears and tanned muscles and into the private lives of several Mr. Olympia hopefuls.âThis basically picks up where âPumping Ironâ left off thirty years ago,â Yudin told FOX411âs Pop Tarts column.âIâm a really big fan of âPumping Iron,â which was produced by Jerome Gary. He and I had a conversation about the film and we decided we would like to tackle modern day bodybuilding. Bodybuilding is an interesting sport because it is not really talked about in the mainstream world.âOn that note, Yudin also hopes to clear up some common misconceptions that plague the bodybuilding business.âThe biggest misconception is that if you take steroids, you can be Mr. Olympia. But I will put it this way; bodybuilding is a combination of science {keyword} and sport. It takes a lot of sacrifices to be a bodybuilder, and the basic misconception is that itâs easy to achieve,â he explained. âWe follow these guys for months, and we see them going through this emotional rollercoaster. Only one can win and others lose. And there are a lot of dramatic moments where we go in-depth and really see them motivating themselves every morning to train.ââGeneration Ironâ also aims to show that bodybuilding is more of a lifestyle than a sport, and when it comes to training mode â every decision counts.âThey are also regular people and this film highlights that they have wives or girlfriends and they travel and do things with families. People think all these guys do is take supplements and workout and they are not mentally deep or not smart,â Yudin said. âBut to follow their regimen, it takes dedication an {keyword} d it takes a smart person to know what to do to their body and bring it to that condition.âSchwarzenegger has not been directly attached to the highly-anticipated reinvention, however, the filmmaking team did consult with people who previously worked with the âTerminatorâ star. And a brief Schwarzenegger appearance isnât totally out of the question.âWe will definitely have cameos in the film from the original âPumping Ironâ film,â Yudin added. âLegally right now I am not able to say who⊠but we will definitely have cameos in the film.âDanielle Jones-Wesley contributed to this report.

New Virginia abortion clinic rules approved by McDonnell
like outpatient surgical centers. It fell to the health board to implement the new rules, which call for costly physical renovations, such as widening hallways and doorways, that some clinic officials say could put them out of business. In a surprise move in June, the health board v {keyword} ot {keyword} ed to grandfather existing clinics from the building codes. But the in September, voting to adopt the regulations without grandfathering clinics. The reversal came after Attorney General Ken Cuccinelli II (R) wrote to board members suggesting that if they did not heed his advice against grandfathering, his office would not defend them in any resulting litigation, and that they could be personally on the hook for legal bills. Now that McDonnell has signed off on the regulations, the state will solicit public comment for a 60-day period. After that, the board is likely to take the matter up for a final vote in March.NARAL Pro-Choice Virginia announced via e-mail that McDonnell had certified the regulations on a holiday Friday. After two years of shocking backroom de {keyword} als and bullying public health servants, Governor Bob McDonnell is clearly proving his disregard of Virginians opinions about women s health care, Tarina Keene, executive director of the group, said in the e-mail.McDonnell spokesman Tucker Martin said the regulations had bipartisan support. These regulations are a product of legislation that passed both the House and Senate with support from members of both parties, he said via e-mail. The Governor believes these common-sense regulations will help ensure that this medical procedure takes place in facilities that are modern, safe and well-regulated, in order to help ensure the safety and well-being of all patients.

Pacific Gas and Electric Co. offered to pay a $550 million fine to resolve state regulatory charges connected to the San Bruno pipeline explosion, but government and consumer groups rejected the deal because the utility wouldn't admit it failed to maintain a safe gas system, according to sources close to the talks. The case is unfolding before the California Public Utilities Commission, but other parties besides the commission have a stake in the outcome - including the cities of San Bruno and San Francisco and the consumer group The Utility Reform Network.A chunk of the $550 million that PG&E offered to settle the case would have gone to the state's general fund - but with the caveat that the utility would not have to admit to violating a state law requiring it to maintain a safe system.PG&E said such an admission could expose it to a criminal charge, a contention the cities and TURN dispute. The judge's ruling comes as mega-developer Lennar is finalizing a $1.7 billion loan with the China Development Bank to finance both the Treasure Island project and a housing development at the old naval shipyard at Hunters Point.Whatever the case, developers are already trucking in 1.5 million cubic yards of landfill - which would fill roughly 20 city blocks to a height of 30 feet - needed to build up the man-made island. Mon, 24 Dec 2012 05:08:43 UT

Urban renewal for the planet
, is a strange concrete melange with all the o {keyword} r-femme]Doudoune Moncler Femme Courte utward charm of a Cold War military installation. Happily, its gloom is contained, for across N Street NE lies another key development called Constitution Square that signifies the ambition and urban vitality of the area. This block alone contains 1 million square feet of office and retail space, a 200-room hotel and 440 swanky apartments, with more on the way.The complex has a contemporary ecological polish you can check out the Earth-friendly streetscape in the new online to green spaces in Washington assembled by the , but it is not until you see it yourself that you get a complete sense of its features. Trini Rodriguez and Dennis Carmichael, whose Alexandria firm, , designed the landscape architecture, agreed to show me how it came together. Until fairly recently, street trees were planted in impossibly small soil boxes. The roots had inadequate space to grow, the soil became compacted and these forlorn plants had to endure flood, drought, poor nutrition and heat stress. They were lucky to live 10 years. Here, on the 1200 block of First Street NE, native canopy trees are planted in interlocking subterranean boxes called . These crate-like structures support the street while creating volumes of open soil for roots to wander. There used to be another technique of using a structural soil, Carmichael said, but that fell out of favor because 80 percent of the volume was rock, not soil. The cells are expensive but they re worth it, he said, for the health and longevity of the trees. A few feet away, the broad sidewalk is defined by a sunken bed planted with amelanchier trees and rushes, which rise out of a gravel mulch. The bed is fra {keyword} med by a raised curb whose gaps receive rainwater from the sidewalk. The planted well also traps hundreds of gallons of storm water from the street and stores and filters it. Some of it percolates into the soil, some evaporates, some is returned but not before it takes some of the pressure off the District s combined storm sewers.

One of Johnson s attorneys, Ivan Bates, said the defense will challenge the prosecutors motion to close the courtroom, adding that the community has the right to able to see any and all evidence. Though the state will introduce the video, Bates said it also is relevant to Johnson s defense because it will show the relationships between all of the individuals in that moment in time. Russell Neverdon, another attorney for the defense, noted that prosecutors have said Phylicia Barnes told others she felt uncomfortable around Johnson. This is to the contrary, he s {keyword} aid.The motion is the latest in the lead-up to Johnson s trial, scheduled for late January. Both sides are expected to argue the motions in a Jan. 8 hearing.Johnson is accused of asphyxiating Barnes, then moving her body after placing it in a 35-gallon plastic tub. Nine years after the cinematic conclusion of the Lord of the Rings trilogy, academy award-winning director Peter Jackson returns with J.R.R. Tolkien s prequel, The Hobbit: An Unexpected Journey. Because it represents a more innocent era, the 1937 prequel novel has a lighter tone than Tolkien s 1954 trilogy. Lord of the Rings was influenced by the carnage of World War II.Jackson s first film in The Lord of the Rings trilogy - about a battle between good and evil - was released three months after the Sept. 11, 2001 attack on the World Trade Center s twin towers in New York. Audiences identified with the filmmaker s apocalyptic world. The Hobbit is the first installment of Jackson s new trilogy, which sets the stage for Lord of the Rings. Fans have hailed the director s digitally-upgraded project but the question for many is whether The Hobbit will match its predecessor.Tolkien wrote the novel for his children in 1937. The visuals are crisp and bright compared to its predecessor, thanks to Jackson s cutting-edge digital technology which brings thousands of computer-generated characters and three-dimensional worlds to life. It will give you an immersive sense of reality, like taking the screen away and looking into a window, into the real world, Jackson says. A scene where the Hobbit is lost in a cave and meets Gollum for the first time showcases the film s technological virtuosity. I wanted him to look the same on the outside but, underneath his skin, his muscles around his eyes and mouth are much more realistic and more complex, like a human being s, Jackson says. When Andy Serkis performs Gollum, every little nuance of his performance is now captured accurately one-to-one in the digital puppet. Andy Serkis is once again Gollum, surpassing his previous impersonations. Other favorite actors return: Ian McKellan as the wizard Gandalf and Cate Blanchett as Princess Galadriel. Elijah Wood has a cameo role as Frodo. But newcomer Martin Freeman carries the title role as the timid but ultimately brave Hobbit, Bilbo Baggins, who gets recruited to help 13 dwarfs reclaim their kingdom. For fans the world over, The Hobbit is a skillful prequel which revives interest in Jackson s Oscar-studded trilogy. But a shorter version of this film would have made for a snappier, more thrilling addition. The film s comic relief undercuts the gravitas of the original trilogy. Granted, we haven t yet seen the two other installments. But so far The Hobbit, while impressive, cannot match the director s previous opus.
